I usually just press Shift+F10 when I’m on the email message followed by “J” and it puts me right on “Block Sender” and I can also arrow to the other options in the Junk menu.

When you say “blocked” you mean you marked them as spam? Are you sure the email addresses that keep showing up are exactly the same as the ones you blocked?
