Yes, all browsers do. In chrome, hit jaws+v to open the settings, type refr in the box, hit tab and you should be able to change the refresh setting from automatic, 60 seconds or off if

You will find too, that if you search for books with an apostrophe in the title, the smart single quote, which is supposed to be the apostrophe won't return any

I think I have “smart quotes” in my instructions. I typed the instructions from Mail on my iMac, and, when I read your quotes VoiceOver reads Quote yes quote and in my instructions,

I know what they are, but you did not say if Russell had smart quotes or if I had smart quotes.
I'm blind and Jaws said the exact same thing in reading both versions.

left quotes and right quotes ar smart quotes. for example, left quote, I
said that, right quote. the quotes are rarely referred to as curly quotes.

I’m not sure why Russell’s instructions didn’t work for me, but I did the following and it worked.
In b101: =COUNTIF(B2:B100,"Yes")
IN b102, =COUNTA(B2:B100)
In b103, =B101/B102
To test
