I believe I have finally found the problem!
I don't know how it got there but there was an alias in the config names.ini file that renamed msedge to Microsoft Edge. Deleting that line resolved

I wasn't idle, while restoring all of my application configuration files (.jcf) I found and remembered that the dictionaries are stored in .JDF files, so I got my dictionary back.
