I have the same issue. I was trying to fill out a form that was supposedly supposed to be a fillable PDF the other day, and when I tried to OCR it even see what it said it said that it was a scan

Use insert windows f4 for when jaws just stops talking and many times that will fix the problem.
A second trick is to have another version of jaws on the p pc. If the first does not work, use

Humanware has some very good ones, Brailliant BI 40x or whatever they
call the newer version these days. I have an old BI40 which works
well with Jaws.
