First, go into the JAWS Settings Center with INSERT+6.
Next, press CTRL+SHIFT+D.
Third, type avoid. Results will pop up. Arrow down to “Avoid

Hi, Paul. This is because your sound card is going to sleep after a few seconds to save power. There is a JAWS option which is supposed to correct this problem, but I haven't found it to be effective.

Insert space followed by the letter c will display the last text copied to the clipboard. If you want a clipboard history, you hve to turn on Windows 10 Smart Paste feature.

I can recommend a work around which does not address the issue of JAWS being corrupted at startup but which will enable JAWS to start up automatically a bit later than it is starting
