2. press enter to open it, and tab until jaws says, "repair"
next, press enter and let the process, which shouldn't take long, complete

First off verify that you have "layout" tables ignored in your JAWS quick settings. Also, there is aa Outlook function to "View in Browser", this used to be in the ribbon, but it seems to be hidden

Very much this. I’d also recommend physically looking at laptop keyboard layouts if you can before buying. I refuse to buy a laptop if I don’t like the layout of its keyboard – having to plug in
