Most people don't use JAVA. you would only need to use JAVA if you are using a program that requires it, such as some online classes.

Windows+u merely brings up the Ease of Access Center (and then it's
alt+n to start Narrator), but the same keystroke does not turn off
Narrator. I don't think there is a keystroke to turn on and off

I believe that Doug Lee Skype for business scripts can do most of this functionality for Skype. Skype does also have some universal keystrokes but I can never remember them.
