Bill, why is it a problem to have them all turned on? Then just use JAWS and F11 and be happy.

To me, it doesn’t matter which order the System Tray icons are, simply because I use JAWS key and F11 to bring up the list of System Tray icons, then press the first letter. That’s a bit easier

No, that's a very simplistic way of doing it.
If you want task bar icons in certain positions, then drag and drop or simulation of it, is the only answer.

I don’t think it will work on universal apps, or any app that doesn’t access video using the old accessibility driver.

I think, the chrome volume might be low.
open the chrome as well the volume mixer , and tab to the chrome
volume and increase the chrome volume using up/down arrow keys.

one thought I had was that the "favorites" folder in IE you can just put on the desktop and go into it when you wish to find a web site you wish to visit without typing it in as such and

Sound volume on websites with Google Crome
I am running JAWS 18 with Windows 7. I am using a phone messaging service called iTellacenter and when I try to play my voice mail messages using Google Crome, the volume is muted or extremely low.

I do not know what you are actually doing, but your assertions are incorrect, plain and simple. If you have nested folders, those will not be presented in the simple dropdown
