I have the same problem when unlocking an encrypted thumb drive.
Narrator or NVDA will do the trick but JAWS is useless on this task.

I use Chrome for 99.9% of all web browsing both personally as well as for my business where I often need to research products, go to supplier order sites and so on and I don't even recall Chrome ever

This is a long known issue when JAWS is on with various sites chrome
just closes.
I am using an earlier version of JAWS. I thought it is fixed in latest versions.

Yes, restrictions is gone and maybe you would just have to delete Safari and see if then Chrome will become the default.

Correct, and I tried it but unfortunately once Safari is disabled clicking
on links does not open them in Chrome, they simply do nothing.

It's still possible but you have to do it via 'Screentime' under iOS12 as that's where 'Restrictions' has moved.
Seems a bit unnecessary to me but it's fine, I just ignore the weekly
