If you are on an application in the start menu just right click on it and select “Pin to Start”.
I find the start menu in Windows 10 not very usefult to quickly get to the applications I use the

Ask the person who has the problem to tab once past the edit box with the signature and then shift+tab back and see if that helps. Also, are you watching as he or she does this? Some

I am using jaws2018, Word 16and windows 10. You can read the status line with JAWS key page down or press Alt T followed by the W while in word

The Jaws command Jaws Key+NumPad3 simply reads the status line and while this includes the number of pages and words, it does not give you the same detailed information you may want by going to Review

Hit f6 it puts you in the status line at the bottom of the doc and says page 1 of 1 and then arrow across to the right and it says words and other things about the doc.

Are you using Jaws 16?
Have you tried the beta of 2019? Or, even the demo mode of 2018?
If the newer Jaws versions solve the problem, then it sounds like a compatibility issue with Jaws 16
