But even with JAWS 2018, there is still no shutdown sound in Windows 10. The way I see it, if MS has decided to eliminate the shutdown sound, then it might aswell eliminate all system sounds.

I think MS does not want the user to totally shutdown Windows 10 in favor of providing continuous (never ending) updates.
