The Codex program will allow you to convert to epub and that format will hold your formatting, if there is any. Also, if you know how to navigate through headings and such, you can also

The hard way would be to paste in Word, and create headings as you go. Bookshare and their request option would certainly be the preferred choice, I should think.

Well, have you checked that your books are not available on Bookshare?

I have had this happen a few times. So, when I get the prompt that windows needs to restart, I close out the update utilities, then go to the start menu and restart that way.

It sounds to me like you have more than just your browser and Excel open and therefore you have to continue to press tab

No, on the PDF files are not headings as tags. Visually the titles look like a main title or a sub title, but they are not tagged.

You might try this utility called Codex, to see if it will convert from PDF to word. But if there are truly no headings in the PDF, it probably cannot create
