It sounds like you're describing what are called toasts (don't ask me why, but that's what these "slide in" messages from Windows 10 that are generally logged in the Action Center

I’m not too sure about this, but worth a try. As soon as you hear the pop up message do a left mouse click. This should move you into the message.

Reading by Paragraph in Wordpad
When I try to scroll by paragraphs in Wordpad, I have to push
control-down arrow twice to move to the next paragraph; when I do it

Try pressing F6 and you should hear JAWS say "edit" or something similar, from that point you should be able to use your reading keys.

I think your speaking of "balloon messages",

Start-menu button,
In the edit box type ease of access,
Most likely ease will be good enough,

Are you searching for alt-n to jump to the informationbar?
This is an internet explorer hotkey and not a jaws hotkey.
With ctrl-f6 you can always set focus back to the webpage.

You need to be sure that you have the entire office suite if 2013 installed physically on your computer. Jaws does not work well at all if you only use the web version of the office suite.
