I think I tried the virtual cursor off thing. The problem in this case is that pressing tab puts an actual tab in the document, which I don't need.

I found out my caps voice was only 20% higher than usual, and that just wasn't enough. After the adjustment you described, all's good now. Thanks very much, and Dave, too.

I wonder if you have JAWS set for uppercase recognition. When you move character by character, you should hear a higher pitch, as David says. If not, you'll need to go to the setting. You find

And trying it in adobe reader is even worse. In reader the potential
answers don't even show up, It goes straight from the question portion
of the first question to the 2. that leads the second.

Uncharacteristically, you don’t list the methods you’ve tried. The one that seems to work a lot lately is to turn off the virtual cursor with the JAWS key+z toggle. Then tab around.

With JAWS, the letters in upper case should have a higher pitch associated with them as you arrow across them letter by letter. Have a great one.
