Here's what I've found out using a simple web search.
There are a few possible reasons why they didn't go with Windows 9 as the
name. One possible reason is that 9 is considered bad luck

decided to name it Windows 10 to highlight a large jump forward or

Windows 10 is indeed Windows 9. Many people thought Microsoft will release
Windows 9, but Windows 10 has replaced it, so no Windows 9.
