The language detection feature is indeed there, but it's more of a hassle
than anything. It's not always consistent. With the self-created voice
profiles, you're offered a more customizable listenning

language and then switch back and forth with the control+insert+s command to

It does seem to me that JAWS either has or used to have a language detection
feature.
I have never used it as I do real good to handle English. (LOLLOLLOL)

Versions 8-11 will all run under Windows 7. It's my understanding that Ms originally intended 11 for 8 and above, but now has a version for 7.
