Yes, the new OCR function in JAWS 13 will read pdf files saved as images.
To try this using your JAWS 13 demo version, open a PDF image file and press
Control + 1 to set the zoom level

insert+f gives cell width, but it's in a different measurement from the work sheet. So 8.43 characters turns into 4 something elses.

ALT, DOWN ARROW TO CELLS, RIGHT ARROW ONCE, F, W, read the with, then tab
once to OK and enter.
