The HDMI plug could be the problem.
Try booting without the HDMI cable plugged in, unless this is a laptop in discussion here.
I know that with the Raspberry PIs, if someone does first boot with an HDMI cable plugged in, they have a difficult time to get the audio to come from any other source, as the HDMI cable is detected as the desired audio output.

Not so, I have several HP EliteDesk Mini PC's and they have internal speakers like a laptop, but they are not very good. On one of them the default soundcard for Windows as well as Jaws is the connected HDMI monitor which also has speakers, but no matter what I have tried, the Windows startup sound plays very quietly on the internal speakers of the computer.

The startup sound is a simple checkbox.
Open Control Panel
Go to Sound and press enter
Pres Control + Tab twice to go from the Playback tab to the Recording tab and finally the Sounds tab, you can also press Shift + Tab until you hear "Playback tab" and then arrow right twice to Sounds Tab until you hear "Play Windows Startup Sound" and make sure the checkbox is checked, then tab to OK and activate it.

Fast Start Up is uncheck on all my machines, and the Windows start up sound works.

The issue I believe is that no start up sound is defined in your sound scheme, in that case, it won't work.

3, Tap the TAB key, until JAWS says, "play Windows startup sound". JAWS will tell you it is unchecked. This is the default setting.

4. Tap the SPACE BAR, to check the check box.

5. Tap the TAB key until you get to the Apply button, press the SPACE BAR, to apply the change

6. Tap the TAB key, until you get to the OK button, Press the SPACE BAR or, the ENTER key, to activate the OK button, to close the utility and return the system to the Desktop.

7. When you turn on the computer, restart Windows or, you wake the computer using either the Sleep mode or, Hibernation Mode, the play Windows startup sound will be played.

8. After you hear the Windows Startup sound, if you are someone who needs to enter a Windows password or, a Microsoft account password to log in to Windows, and you have not installed another screen reader or, you have, but it has not been set to start at the Log on screen, this is where you need to press CTRL+WINDOWS KEY+ENTER, to start Narrator. if you're talking about Window Eyes, the makers have gone out of business, and most likely won't work properly in Windows these days. the only alternative is NVDA which is free and Narrator which is built in to Windows 10.

Being Canadian the subscription was not available to me. Perhaps that's changed however, purchasing the SMA was more cost affective in the long run. It cost $160 for 2 years, as apposed to $95 per year with a subscription.

I do use a pair of USB headphones for Zoom meetings, but never keep them plugged in. I only plug them in when using them for a meeting.

I'm now really starting to wonder if my issue does have something to do with sound card configurations, or with the new Dell drivers I received after updating to Windows 10.

I should point out that the Windows start-up sound initially played right after the Windows 10 update, but stopped after I updated my Dell drivers.

Not quite sure how to fix this, but at least we might be getting closer to the cause of the issue.

Hi,

If you had the annual licence you purchased for 5 years you need to go to the Freedom webb site and download the one that is there. Then you have to go to portal.freedomscientific.com, sign into your account with your e-mail and the password you used for your account and activate your computer. In your Download folder, there will be a .exe file you need to run. That will activate your JAWS 2022.

I've never heard of that one.

Fast Start Up is uncheck on all my machines, and the Windows start up sound works.

The issue I believe is that no start up sound is defined in your sound scheme, in that case, it won't work.

In the Options Menu under Basic Settings, is the Check for Updates checked?

Hi, Tom. Do you also have a pair of USB headphones plugged in, but aren't using them at the time you restart your computer? This could cause the startup sound to come through the headphones, and the other sounds like JAWS and music to come through another sound card. If you're not using the headphones all the time, make sure the startup sound isn't coming through any plugged-in headphones, no matter how the other sound cards are configured.

Yes, I do have a secondary sound card, but, at least as far as I can tell, re-arranging the sound card configurations has not allowed the startup sound to come back.

Yes, but it doesn't seem to have been pushed to the auto update channel, probably because you have to uninstall the version you have to update the new one.

The annual subscription mentioned isn’t available tu us in the UK as yet.

However, every summer Sight and Sound reduce the price of JAWS and other FS products in line with sales offered by FS. I can’t remember what the price of a JAWS licence was this year, but it wasn’t over £150 I don’t think.

Hanging on until July/August is likely to be your best bet, though NVDA as has already been suggested is a capable screen reader which may well meet your needs.
