Well, I just tried it on Windows with Edge, Firefox, and Chrome and on my iPhone with Safari, the link worked every time.
What browser were you using?

The page listing all of the NWS RSS Feeds and Podcasts is: https://www.weather.gov/rss I don't know exactly what report or region you're looking for. The type of report is generally covered in the links on that page, and once you activate the one you want the specific RSS URLs for that type of report are presented on the page that comes up. On this site the URLs for the actual feeds end in .XML. The use of the XML extension is very common. And while I am not saying it's a perfect world, I think the fact that just about everything which is released on Netflix and Disney nowadays is audio described is pretty cool.

It crosses my mind that turning off JAWS and going with Narrator might be an option, but I’ve never tried it.
Little is more frustrating than going through an entire form, only for the last button not to work with a screenreader.

I have gotten confirmation buttons to work by turning off virtual mode, Insert+Z, and then navigating to the confirmation button with the tab key and hitting enter on it, again, with virtual mode turned off.
