I am presuming you're probably in the Category view of Control Panel, which has been the default for some time now, and wish to change back to either small icons or large icons. I always use small icons because I like to see all of the control panel items at one time, but with a screen reader it's probably irrelevant since you can search in either the large icons or small icons view to get to a specific item in control panel.
Upon opening Control Panel, a single SHIFT+TAB takes me to the dropdown where you can choose your view: Category, Small Icons, or Large Icons. I'd suggest trying that, and giving the small or large icons view a try to see which you prefer. I personally despise the Category view and always have. This happened quite a bit primarily with Excel when I was still using Windows 7. Not sure if there is a solution for Window s7, might be a good question to ask Microsoft Accessibility since it usually did not happen to my sighted employees which leads me to believe it has something to do with Jaws running. See what happens if you unload Jaws before you close an application where this often happens. In any case, this is one of the crashes I frequently experienced which I don’t think I ever had under Windows 10.

I am using JAWS 2019, MS Office 2016 and Windows 7, all latest updates and all 64 bit. Nearly every time I close any of these programs (e.g., Excel, Outlook, etc.) the program crashes. And, this happens whether I close the program by alt+F4 or via an alt+spacebar+close action. Does anyone else have this experience too? Is there a solution?

Companies are going to set defaults to their advantage, and always have. In the UK, the RIGHT ALT key, is a combinedALT+CTRL key. Being used to having an ALT on either side of the space bar, I always have a problem using a UK keyboard, because I have to keep remembering to move my right thumb to the left ALT key, in order to perform commands related to the left hand, for example, ALT+F and ALT+W, etc.
I would like to meet the idiots, who came up with that idea.
The question I have to ask, if two keys are to be combined on one key, then, what is the point of having a feature in Windows called "Sticky Keys".
