This is just how it is with Jaws and Win. My specs are simular to yours:
Intel 8500K (Unlocked) running at 4GHz.
16GB of DDR 4 3200Hz.
M2 NVME 256GB SSD. 2486MBps. Read and 2248MBps write. Yes 2.48GBps and 2.24GBps. Windows 10 Loads in 5 seconds and Jaws still takes another 10 or so seconds to speak.

I have a copy of ZoomText Fusion 11 on my computer and also have a stand alone copy of JAWS 2018 as well. I just purchased an SMA a while back and wnt to migrate over to Fusion 2018 so the question is will it see my copy of JAWS 2018 and not install that portion of Fusion or will there be a second copy installed? Moving forward I will just be picking up SMAs for Fusion however I happen to have licenses for both.

 

Any insight would be greatly appreciated.

I have a similar issue. I am using a Dell laptop with Windows 7, running the latest version of JAWS Fusion.

I usually have to press the arrow keys several times or alt-tab between programs several times to get JAWS talking. I have a little vision so I can see that the screen is not showing the screen saver, but JAWS does not talk right away.

Hello John, there is no jaws specific way to start narrator but you
use the windows command to both start and stop narrator the command is,
control plus windows key plus inter pressed together.
This command works whether jaws is installed on a computer or not. HTH.

to start with some delay (likely to fire up components). To really test this
is a JAWS thing, try with Narrator and see if makes sense.

I agree that it is not likely to be a sound card issue if Jaws is the only program impacted.

I just searched the Jaws settings for the word audio.
I found only one setting. It says "lower the volume of other programs while Jaws speaks." You can toggle this with insert+space, then d as in ducking.

I have no idea if this is related, but you might try toggling that setting off and on and see if that impacts the issue.

I have a desktop with similar CPU and twice the RAM and SSD. It takes more than 50 seconds for Jaws to talk.

Dell tells me that is normal with Windows 10 Pro.

1. Press  Windows Key + I to go to Settings.

2. Type DATE.

3. Wait a second or so, then press Down Arrow until the setting called "Change the date and time" is reached. Pres ENTER.

4. Press TAB until the button called "Change date and time" is located, and activate it.

5. Follow the prompts in the dialog.
