Have you called VFO or the disability hot line? Since you already did the /type repair. This is one of the few times I would suggest it.
Beleave me I am not a big fan of tech support. But there are times to at least try them.

With a bare jaws license there is still an issue, even a dongle won't
help that much because it can only connect to one computer at a time
(if you connect it to a guest it will then be virtually disconnected
from the host).

This is a way over complicated approach to what you need to do. Just use a use statement at the top of the script in order to import the XL.JSS file into your new script and it will automatically. Towards that script no matter where the location is. Thanks Johnny Martyn

2.        Open excel

3.       Press JawsKey + 0 on the number row to open the
script manager
with the excel script loaded.

4.       Press control + O to open the list of files, it is
a standered
dialogue

5.       Look for the file ExcelFunc.jss and press enter.
This will
bring up the script set we want to work with.

6.       Search for ReadActiveCell, it should be the second
occurrence.
The line should read void function ReadActiveCell(optional
int
bForceReadCoordinates)

7.       Here we are going to cut and paste the following
line
SayCellText(cXLActiveCell.text) which should be the next

8.       Move 12 lines down press enter for a new line and
paste the

It showed up on my PC a couple of weeks ago then went away with the latest insider build... As far as I know it is an internal Jaws thing that you arent meant to hear. It only happened to me at startup.

Which Windows are you using??
Maybe it is a Jaws 18 thing. Since you are on Jaws 16 maybe that is why it is not the same?
Wondering if that makes the difference. I have never tried to press the space bar...
That could come in handy if it works the same on Win 10 and jaws 18.

I do get the time but I don't get the date. however, I did discover that if I press the spacebar on the time, the calendar opens to the current date, but if I press the up arrow, the date changes to 7 days prior to the current date. that's why I said it the calendar opens up.

Yes and in the system tray at the bottom of the list  is the time followed by the date... that solves the issue...

I was pressing some of the keys in response to the message reply below. Suddenly I heard "scroll lock on" but have no idea what I pressed to elicit that prompt. I don't know what that key function is, and if I have now activitated it, how can I de-activate it?

I don't know the persons key board but mine is different again.
My second insert key is not in the six pack. I don't have six keys in that grouping. My delete key is the size of two keys. My second insert is directly right of the F12 key in the function keys row.
Just if that helps at all.
My second insert key works just like yours. And my two keys are right next to each other for that JAWS feature Time and Date.

This is Carolyn here, and I took my left hand first, then my right.
With each, I used my thumb to press the Insert Key on the six pack and my index finger to press F12 twice, and it gave me Wednesday, July 5 and the time. The Insert on my six pack and the Arrow keys with my keyboard work in JAWS for me - JAWS 18; Windows-10; Outlook 2013.

All you need to do is go into your bios settings which is either F1 F2 for F10 to enter into the BIOS you'll need somebody cited to disable the native keyboard feature in order for your F1 through F 12 kids to work again. Thanks, John Martin MARTYN
