Yes, you need to use insert plus V. Apparently you are using a different keystroke, and that keystroke has changed. Or else asked I recommend, used insert plus F2, and then select settings center.

It has been a bit daunting, but I am finally beginning to feel able to handle things again. However, I can't figure out how to change the settings in JAWS, you know, changes such as how numbers are read, whether or not tables, lists, and block quotes are announced, etc. I have done it twice, and after making the changes, I have hit the apply button, then the okay button. But the changes only last for that period on the computer. When I reboot the next day, I am back to no changes. How do I make these changes permanent? Cool. The best thing I've heard about it so far is the enhanced PDF capability, but I doubt that would be enough to tempt me to buy a copy when 2007 still does a great job for me.

Yes. It has a very nice step-by-step process. All the fields are accessible with JAWS, as long as you use the step-by-step process. If you try to go into forms mode to work with an actual on-screen image of the form, it will not work well at all. But the Q&A is the best way to go, and prevents making mistakes.
