Specifically, change the way JAWS selects and copies text to the clipboard. Search for the word Select in JAWS settings.

I just wanted to second this.  It is not at all uncommon for PDFs to be protected such that they cannot be copied.  I used to be a member of a car club that had a very large membership directory that it sent out as a PDF, but a protected PDF, so that it was not easy (at that time, anyway) for someone to just use it via copy or even to read it outside a PDF viewer to create a mailing database out of it.

These days, because MS-Word can open PDF files natively, with very minimal loss of formatting, converting them to Word format in the process this strategy is less effective.  I haven't tried to open a protected PDF in Word recently, so it's possible that Word may honor that designation if the source file has it and refuse to open it.
