Yes, it's called the Settings Center and it's
accessed by pressing, Insert + 6, on the number row while in a specific
application. This will make settings changes for only the application
you're running when opening the Settings Center.
If the person wanted the changes to be for all
programs they would press, control, shift + D, to open the Settings Center
default all applications, after invoking the, Insert + 6,
keystroke.
The Settings Center can also be accessed by
pressing, Insert + F2, to open the, JAWS Manager, then navigating to, Settings
Center, and pressing enter.
