It is my understanding that there is no way to actually block Windows 11. The best thing you can do is to be extremely vigilant about what updates you install from the Windows Update and Security dialog. Windows 11 will have a "Download and Install" link which you will not want to click on, until you want to install Windows 11. When you want to install updates, read your screen carefully, and make sure that any Download and Install links are not for Windows 11.
