Go to Device Manager.
Find System Devices then Intel Management Engine Interface.
open its properties. then on Power Management tab.
Uncheck "Allow computer to turn off this device to save power.  then
tab to Ok and press it.
Also if you have an external device plugged in E.G USB stuff or mouse
ETC, unplugg them before shutting down.
