I am able to see downloads after I personalized the list.
I touched the windows key, tabbed once and arrowed down to documents, I used shift+F10, pressed enter on personalize, tabbed over to downloads and pressed space bar to turn back on.
Not sure if this is what you are seeking.

Hi, Albert. I don't recall seeing Downloads in the Start Menu for quite a while, if ever.

A few days ago, I downloaded some books from Bard on my girlfriends computer, and now it seems, that when I try to find them in her downloads folder, It isn’t in the start menu of her computer. It’s in her file explorer list, but not in the start menu like it was before. What I’d like too know is, has Microsoft changed this option?
