And in circumstances like this, it's really, really helpful to have "the full picture" about what make and model the device is being connected to.  I can't remember now whether this has already been mentioned, but if another computer is available it always makes sense to connect a misbehaving device to it just to see if the misbehavior persists, or if all is fine and dandy when using a different machine.

There are lots of potential trouble spots when external USB devices don't work.  I've even encountered the rare machine, and it is rare, where for some reason it persists in turning off USB when nothing's in use and it does not revive it automatically like it should when a new device is connected.  My partner's machine does this with the SD card port (which is a USB device) and no amount of "the usual trickery" has ever fixed it, and since we can just open device manager and hit the scan for new devices button the idea of a nuke and pave was ruled out early on.
