I just went to the Region settings in Windows 10. I got to the “Change data formats” link and hit enter. I tabbed to the short date format and arrowed down to April 5, 17 and hit enter.
I went back to your message in outlook and the date read as: Sent Fri 26-Mar-21 10:24 AM
Is that what you want it to say?

Hi, Brian. My version of Outlook is 2010. What I see no setting for is to change the numeric month value to a name value, even if the format is changed from compact to single line view.
