Hi.  I think it is because the developers of this program didn't want to, or couldn't afford to pay Microsoft to have this software signed and certified, hence the OS flagging it as unsafe.  Were you disallowed to install it, or was there the usual warning that the software is harmful but still has the "more info" option for you to choose to install it if you wanted to?  Cheers!
