In device manager, find the adapter in the network adapter pull out window
and go into its properties and on the last tab there is a checkbox asking
you whether you want the computer to turn it off if you want to save power
consumption. You do not want the computer to turn it off at all. HTH

I don't know if this has been already mentioned, but have you checked if the
USB port that the adapter is plugged into is in power saving mode. You can
check for that in your device manager
