This gets some easier results, but TI doesn't get the person category, but for me the first item is person with headscarf, and as I right arrow, things like tiger, ticket, etc.
If I type FA then I get faces.
CE and it seems I get some of the celebration objects.
There doesn't seem to be a set group of letters but it gets you closer to what you want.

Richard, after invoking the emoji picker, start typing ti. it should put you on the people category, and just keep right arrowing. is this what you are looking for.
I agree FS should do some scripting to make it easier to pick the desired emoji. as it is now, it's quite discombobulated.
after right arrowing from opening a category, they all have 44 items, or what ever the number of items are in the category. instead, it should read 1 of 44, 2 of 44, etc. as the user keeps right arrowing.

Jaws is really a pain in the royal ---- when it comes to using the emoji panel.
It would be nice if someone who knows how to do this reliably would record a podcast going step by step.
I get about 1 in 5 tries to work.
However, if I put Jaws into speak on command, and launch Narrator, I can get it about 3 out of 4 tries.

Hi,
By default emoji panel shows recently used emojis. You can press Tab to
move between emojis and categories, then from categories list, use left
or right arrows to move between categories such as (most recently usedā,
āpeopleā, ācelebrations and objectsā and what not and press Enter to
activate a given category. Emoji panel will remember your category
selection the next time you open it.
