This screams out for either doing a repair install on Office/Outlook (which I'd do first, if it's an option) or a complete uninstall/reinstall on Office/Outlook (which would require setting up your e-mail accounts again).

All of this presumes that the account(s) have been being accessed via IMAP or Exchange, not POP.  And if you've been using POP and have the option to shift to IMAP access, you should do so.
