If you want to create shortcuts on desktop using windows 7, When your on the desktop, Ctrl+spacebar, This unselects all icons, So now when yu right click, Or press the applications key, You can arrow to, New sub menu, And find shortcut. Hope this helps. Or, you can navigate to The flash drive, Do not enter, Now press the applications key, Up arrow to sendto, sub menu, Right arrow to open, Or simply press enter, Now look for desktop create shortcut.

When you're on the desktop, do you confirm that the icon/shortcut you want is selected? If JAWS says "unselected," right-clicking will bring up options for the desktop, not the icon.
