I've never tabbed in the start menu.
When it says menu closed or submenu, you right
arrow to open it up.

You might give it a
try with NVDA, that will tell you if it is Jaws or Windows.

Windows VISTA Start Menu
I am using JAWS 16.0.4350 on a 32-bit Windows VISTA
When I open the Windows VISTA start menu, JAWS doesn’t
read anything. Is there a work around for this issue? Thanks for your help
