What would happen if you go into Setting Center while in QWS, thereby either accessing an existing configuration or creating a new one. Actually, This step may or may not be necessary, because the goal is to create a new .jkm file for qws. There, the goal is to give ctrl+left and ctrl+right new assignments or no assignment. You want to remove the key assignment for SayNextWord and SayPreviousWord. In a qws.jkm file, even if you copied default.jkm into it to create it, you could unassign those keystrokes and this should work.
