No, but Narrator will do that and since it is built into Windows, that should be OK.

On Windows 10, Control+Windows+enter to toggle Narrator on and off and the same insert+1 to do keyboard learn. Otherwise, you will need to ask Freedom Scientific if they can implement that as an option since both Narrator and NVDA identify those keys. NVDA is more specific, but since it is open source and they won't let you install it, Narrator is the next best option for now.
