If you just want to temporarilly increase or decrease the speach rate, while JAWS is reading after pressing Insert+Down Arrow, just press the Page up to increase or Page Down to decrease the rate. I'm not sure if this affects just the program in use or it affects the
default (global) setting, but:
control+alt+page up or page down increases or decreases the speech rate
but the change is temporary.
control+windows+alt+page up or page down increases or decreases speech
rate but the change is permanent.
