Yes, if you change the word "uploaded" to inserted.  You can add alt text not only to images, but to all sorts of objects, and not only on web pages, but in MS-Word documents, PDF documents, and the list goes on and on.

The exact method for getting it there varies based on the program being used to create the content, but there tends to be similarity in that alt text is always a property of the thing being annotated, and that generally means you're going to find alt text somewhere in a properties dialog.
