I agree with Brian here.  Unless you've gone in on purpose and turned write-caching on on your external device, removing it without the safe to remove icon is safe.  If you really want it back and the problem is with usb, I'd suggest trying a usb repair program like usb oblivion.  It may cause other issues, so be sure you really want to mess with it.  I was having usb problems a while back, and I threw every usb repair tool I could find at the problem . I don't know what fixed it, but as a side-effect my safely remove icon came back after my attempts.  I suspect usb oblivion did the trick, but I can't be sure.
