I looked in Setting Center for “state,” and I believe that at least one of the first two choices should do the trick. Read Item State First, and Read Window State First.

I thought JAWS had an option to reverse or change the order of items, such as whether you want to hear the control state first, as in "not checked, item, check box." I believe Window-eyes contained this feature and I thought that JAWS did as well but I can't seem to locate it in Settings Center.
