Yes, you can. Personally I find this settings change to work better by changing this setting per application instead of in the Settings Center default all applications. Try the following:
1. Open the Settings Center, Insert / Jaws key + 6, on the number row and if you want to open Settings Center default all applications, press, Control, Shift + D, after opening the Settings Center.
2. Arrow down to, Text Processing closed, right arrow to open, arrow down to, General closed, and right arrow to open.
3. In here you have 17 items, your are interested in items 14, 15 and 16, depending on what you want to do. When you get to these items tab 1 time to get a description of what the particular setting does. For what you want, you would want to check number
16, Say Window State First, then tab to Okay, press enter to save and close.
Note: Sometimes these settings changes don't work as advertised.

I thought JAWS had an option to reverse or change the order of items, such as whether you want to hear the control state first, as in "not checked, item, check box." I believe Window-eyes contained this feature and I thought that JAWS did as well but I can't
seem to locate it in Settings Center.
