Correction: provided that it is enabled from Settings/Cortana and Search/Talk to Cortana/Let Cortana listen for my commands when I press the Windows logo key + C. This change was implemented since Windows 10 Version 1703. Also, Cortana itself must be enabled and available where you live.
Regarding the original question at hand: Cortana window remains open if you somehow interact with her - it won't go away automatically. In fact, Cortana always stays open (even in the background) due to the fact that the app that powers her interface (SearchUI.exe) is a universal app overlay powered by XAML.

When I use Cortana a second window opens up, is
there any to prevent that window from opening?

I know the window opens up because when I alt
tab after using Cortana I have to close that window.
