Different for different Dell models.
My D630 had no way to turn off both touchpad and touchstick except BIOS.
My E6540 uses Fn + F5 to do this.

On my Dell immediately to the right of the f12 key is a key to toggle
the touchpad off and on. On my student's Dell laptop you toggle the
touchpad off and on with FN-key plus f3. So I'm guessing it's there
on yours too, easily useable, if you can just find it. (lol)
