I honestly don't remember the web site, but I can send them to you off list in a zip file if you would like.

I don't know what to tell you.
On my Windows 10 system, that is where the goldwave scripts are located and they work great with Goldwave.
I did not have them installed on my Windows 7 machine, so I copied them from my Windows 10 machine, and open the Explore Utilities option on the Jaws menu, and followed it to Explore scripts, and pasted the scripts into the, wait for it ... "C:\ProgramData\Freedom Scientific\JAWS\2018\Scripts\enu" folder, closed jaws, launched jaws, then Goldwave, and low and behold, the scripts work great!

I am pretty darn sure that is where Jaws 2018 is accessing the scripts from.  Especially after searching my entire hard drive for goldwave.jss and the only place on the entire drive it exists is in that folder.

I think this isn't the correct path because it starts with C:\ProgramData\.... this path doesn't indicate a users folder but the shared folder.

I double checked, and on Windows 10 the GoldWave scripts are in:
"C:\ProgramData\Freedom Scientific\JAWS\2018\Scripts\enu"

You could open the Jaws menu with insert-j and go to utilities, then explore scripts, and select the Enu folder and paste them there.
Close JAWS and launch it again.

if you're using Windows 10, I'm not sure where they get copied to. maybe
someone who uses Windows 10 will respond.
