Hello this is Chris
Here is how you can do a refresh.
Step one open settings
Step 2 go to update and security
Step 3 Tom and Chee get to the left column and scroll down to recovery
Step 4 find where it says refresh and it should have a button that says get started you will need to confirm the option before it will refresh the system.

What version of Windows are you running?
I am wondering because maybe if you have Windows 10 or H1 or eight you can do a refresh and that may fix it since your user applications are removed.

Might I suggest something different if it is available. Perhaps go to the antivirus software companies website and see if they have a removal tool. This might be better than using the Windows uninstaller as some antivirus programs leave remnants of themselves behind.
