Ed,

While that's entirely possible, it's a lot of work to make up for something
that's elementally wrong with how the setup is working. I also have Windows
7 32-bit with Office 2007 and I can use the Alt key shortcuts just fine when
virtual ribbon is turned off.

Jim, just to make sure, you are aware that the keystrokes are separate, and
not combined? e.g. Alt, then h then o then r. Not Alt+H, then o then r.

Also I've noticed that they need to be typed in succession fairly quickly or
Office loses patience.

Another alternative is to assign your own keystrokes. I've done this with
Word, but not Outlook; however, I did see the same "options" menu choice.
You could simply (possibly) assign Alt plus Shift 0plus S to save
attachment.
In Word, for example, just to give a sample that I can remember off the top
of my head, Alt plus shift plus X brings up the cross-reference dialog box.
Using menu commands, it takes about 4 keystrokes.

I didn't mean to confuse things by talking about the use of virtual ribbons.
I know the keystrokes won't work there. The problem I'm trying to solve is
to be able to use the keystrokes with the traditional standard ribbons.
It's probably a Freedom Scientific tech support problem to solve since it
seems that others can use Jaws 13, the traditional standard ribbons, and the
keystrokes just fine. Something may be messed up with my system.

Okay I understand now. You cannot use the standard Alt key shortcuts when
you have the virtual ribbon turned on. It's one or the other. That's why I
keep the virtual ribbon disabled completely.

This is the same behavior as with JAWS 12, BTW.
