I use Mirc4Life with Windows 10 and JAWS 18, but I have to first press the Applications Key on it and press Enter on “Run as Administrator” in order for the speech component to work properly.

I don't believe that Mirc4Life is maintained anymore. I use regular mIRC with the JAWS cursor, and periodically review incoming messages.
