Howard,

It can be either. I'm sure if you google it there will be
plenty of sites with info. Current version is Outlook 2016
which runs on a local PC or the subscription based version,
Office 365 which I believe runs from the Cloud and can be
downloaded to run locally as well. The latter is
subscription based. Often Outlook is packaged with MS Office
but can be purchases as a standalone application. List can
correct me if any of the above is not correct or misleading.

Just kind of wondering: Is this Outlook that lots of folks
are using an application or client local to your computer or
is it a web-based on-line mail system? Where can I find out
more about it and how to set it up?
